IHH Healthcare Malaysia signed a Memorandum of Understanding (MOU) with The Government of Libya on 9 February, establishing a structured medical referral pathway for Libyan civil servants requiring specialist treatment at 18 hospitals across IHH’s Malaysian network.

The collaboration grants patients access to advanced tertiary services in cardiology, oncology, neurosciences, gastroenterology, orthopaedics, neurosurgery, urology, and plastic and reconstructive surgery at Gleneagles Hospitals, Island Hospital, Pantai Hospitals, Prince Court Medical Centre, and Timberland Medical Centre.
Beyond clinical care, the partnership will explore specialist training opportunities for Libyan doctors to work alongside Malaysian specialists. Comprehensive non-clinical support, including visa facilitation, airport reception, ground transportation, and Arabic language assistance, will be provided to ensure patients and families can focus on recovery.
Dr Ibrahim Saleh Mohamed Elrais, Director General of the Libyan Ministry of Defense, said that a Libyan Medical Committee will be established at the Embassy in Kuala Lumpur to help ensure close coordination with our Malaysian counterparts, both before and after treatment. “This will provide our patients with clearer guidance, smoother arrangements and continued support throughout their medical journey,” he added.
Dr Kamal Amzan, CEO of IHH Healthcare Malaysia, said the partnership reflects a shared focus on responsible, well-coordinated care.
“When patients travel abroad for treatment, they are placing trust in more than a hospital. They are trusting an entire system of care. Our role is to combine clinical depth with careful coordination, from referral and treatment planning through to recovery and follow-up. By working closely with Libyan health authorities, we can help ensure that each patient’s journey is supported by clear communication, strong clinical standards and continuity of care when they return home.”
The MOU reinforces Malaysia’s position as a leading healthcare travel destination, underpinned by strong clinical governance and patient-centred outcomes.
