As Singapore’s largest private healthcare provider, IHH Healthcare Singapore is committed to delivering quality care while supporting the long-term sustainability of healthcare. To address one of the most persistent pain points in private healthcare, unpredictable and rising hospital bills, IHH Healthcare Singapore has partnered with Integrated Shield Plan insurers, including AIA, Great Eastern, Income Insurance and Singlife.
At the heart of this model is iXchange, IHH Healthcare’s third-party administrator, which connects IHH Singapore’s hospitals, doctors and insurer partners. Through closer coordination across the patient journey, from pre-admission to billing, iXchange gives insurers greater visibility into clinical and cost drivers such as length of stay, surgical complexity and care setting. This helps support appropriate treatment pathways, cost predictability and decisions guided by clinical need, not cost alone.
The partnerships also support initiatives such as pre-authorisation, right-siting of care, enhanced clinical collaboration and closer monitoring of complex cases. These efforts have helped moderate growth in average hospital bill sizes for programmes managed by iXchange to very low single digits, compared with previous growth rates of 7% to 10%. They have also contributed to shorter average lengths of stay and greater use of day surgery where clinically appropriate.
In cardiac care, IHH Singapore has gone further by pioneering structured treatment packages that define expected costs and care protocols upfront. It is value-based care made operational, not aspirational, delivering the right care, at the right time, in the right setting, while maintaining quality outcomes and a positive patient experience.
As healthcare needs evolve, IHH Singapore’s approach showcase how providers and insurers can share not just data, but also accountability and collaboration. Such partnerships will remain essential to improving patient outcomes, enhancing affordability and supporting a more sustainable healthcare system for the future.
